Belly button healing?

I am an FTM, can anyone tell me if this is normal? His stump fell off 2 days ago and I thought it was just swollen but it hasn't seemed to go down. There is also some crust in there I'm not sure if I'm allowed to clean out. I am just not sure if it's a hernia, or if it is completely normal.

do not pick at the crust as it can cause bleeding. that's protruding quite a bit, I'd take baby to the pediatrician personally

My daughters was like this when it first fell out but I gave her a bath and cleaned out the crust with a baby q tip it went down the next day, every couple days it would get a tiny bit of crust again just keep cleaning it out
