Does he like me?

I've talked to this guy on and off for about three years...he is three years older than me and we met his senior year of high school. He was my first kiss, but mid year we fell off and kind of lost connection. Now it's my senior year of high school. We are starting to re connect and I'm so physically attracted to him, and I've let him know. He doesn't directly tell me the same thing back but every time I say he isn't he says "I never said that" or "you don't know how I feel". Is he just shy? Or just not into me? I don't know whether to keep trying or just give up, but I feel like giving up on him. He kind of snapchats a lot of girls, but hasn't actually been with many girls. I don't get it.
