Hcg is not dropping

My hcg started at 85 and I had a chemical pregnancy.i had a miscarriage hcg dropped to 20 and had what felt like a period from aug 10-15. Today my hcg level is back to 65. Has anyone experienced this, my dr keeps telling me to wait but I need answers what is happening.
