Enough too call CPS

Ok!So theirs these 2 boys in my neighborhood ages 5 and 8. They're both known for causing mischief in the neighborhood. Really nothing horrible (that I know of). Just 2 young unsupervised boys breaking tree branches, mearing dog poop on community swings and basketball courts and rising bikes in the middle of the street holding up traffic. We have a Facebook page for our community and the Mom is bashed often with people saying she's a "crappy pill poppin Mom". I've been too her house twice.Once because I heard her son tell my 8yr old daughter " I know where my Dad keeps his gun and I'll shoot you" . When I went to her house it wasn't "filthy" but it was pretty bad. They have 2 dogs and the Dogs clearly pee and poop in the house just based off of what I was smelling and she had her daughter (8 months) in a gated in area playing on the floor. The carpets were covered I dog hair and looked like they had never been vacuumed.The counter tops were covered in trash and dirty dishes and the house was just cluttered. She made a Facebook post and said "I woke up panicked and couldn't find $$^^$ found him sleeping under our desk" she was talking about her 5yr old son. Today the boys decided too collect dog poop from their yard and throw it at our door steps and leave it their. I caught them, walked to their house and when the Mom answered she was either just walking up or she was high,while her baby was crying in the background and the boys outside acting up. I couldn't see inside of her home but the smell of Dog urine was just overwhelming. Is this enough to contact CPS over or am I over reacting. These young boys are ALWAYS outside unsupervised just causing trouble,being mean and destructive...what do y all think?
