When should I cut my hair?

Okay so I have extremely dead hair. It was naturally thick, soft and deep brown. Then I bleached and dyed over half of it purple a few times. I have so many split ends that go up to my shoulders. If I cut it to my shoulders a little amount of purple will still be there and look uneven. If I wait a couple months for it to grow out more, I can cut my hair with no bleached and purple left. The problem is if I wait longer, my split ends will break more and spread, damaging my hair even more up high. I will include photos of my hair and the split ends (they don't show good and are way worse in person) also, my hair now feels like straw. Please comment any diy recipes that will make my hair feel softer for awhile!!
