Agree or disagree

I'm having a -stupid- debate ... help me out! When I was a kid one of my neighbours left her 4 year old at the park across the street from my house to go play bingo. My mother (who ran daycare) noticed him there alone for over 2 hours. She went and got him and called FACS (like cps). He was removed briefly, as they could not locate his mother and nobody else was home. However they let him go back to his mom shortly after. She left him again 4 more times and my mom went and got him every time. He was not removed from his mother to my knowledge. I believe she should have lost the rights to her child, based on only that information do you agree or disagree?
