Depends on the extent of the flirting... for the most part, I wouldn't say it's cheating... however I do think it's extremely disrespectful and a scumbag thing to do. If it's a continual thing with a certain person though, I would consider that emotional cheating for sure.
Either way, I wouldn't stay with someone who felt the need to be flirting with other people. That'd make me feel crummy and insecure, and that's no way to be.
