Hearing Loss 19 month old

My little guy is about 50% behind, developmentally, in most areas compared to other kids his age. We just got his hearing checked as part of a comprehensive evaluation and it looks like he has some moderate hearing loss. He's never had an ear infection we have been aware of but my husband had to have ear tubes when he was little. A few Dr.s have tried to find out if he has fluid behind his eardrum, but my son is very defensive towards anyone touching his head or ears. I am wondering if anyone has experience with any of this?
