What is this on babys skin?

Does anyone know what this is on my babys face? Shes never had this problem before. My in laws are visiting from overseas and we asked them to wash their hands but they said they did hours ago and wouldnt listen 😒 then my fil came to visit late last night after drinking and chain smoking rather than ubering to his hotel. 😝My husband gave him a blanket to put over his shirt but her skin started breaking out after they held my baby. My husband thinks its because his dad is a chainsmoker. I'm not to sure myself. Does anyone have any idea how to clear it?
