Does it seem like this guy is interested? Cause I messaged him saying I was down to go look at Christmas lights tomorrow and he didn’t reply...should I message him tomorrow and ask if he’s still down or wait for him to message me?

Since you're both in agreement of "tomorrow", send a text asking what time. I don't know how people leave plans open, bugs the hell out of me.

Maybe send a text that requires him to make a little effort, like "Let me know what time!". If he doesn't bother to let you know, especially by tomorrow, that's probably a good indication of whether he's interested.

To be honest that's a hard message to give a decent response to, maybe he didn't know what to say or didn't want to bug you? Just ask him if there's a specific time he'd like to go and try to make a conversation you can both get involved in
