Does this sound like herpes?

Right so basically, my vagina is really red. It also itches but not constantly, it’s pretty uncomfortable at times. Also, i have small little spots on the top of my labia. As well as this there’s a gathering of tiny spots/ a sort of rash on each side of my clitoris. Due to this, sex hurts at first but not constantly. I don’t have any blisters that ooze either. I went to the doctors and I was told it was thrush a few months back, I was given treatment twice and both times it hasn’t improved. It’s been like this (on and off) since August. Surely if it was an STD or herpes etc my doctor would notice? If anyone could help it would be nice! Will also post close up photos if needed!
