Advice for international product purchase fraud

hi! I know its not the right place but hoping to seek advice regarding an international product we purchased for 2500$. we purchased from china and was delivered to dubai in a defective state. we were asked to reship to china on our own expenses to get a replacement. the product was then stuck at airport as the company did not submit clearnce document. its been more than a month we are tired of calling and sending mails but no response. kindly advice if there is any consumer forum we can approach or any way to sue the company for fraud?
