Is this normal toddler behavior?

So the past few weeks, my 19 month old has been freaking out every single diaper change unless he has something that entertains him like a certain book or toy. Then the last few days, he’s started screaming anytime I wipe his right hand off after a meal. Not his left hand only his right hand. It’s very odd. It isn’t hurt either cause I’ve tested any other time holding his hand or move it up and down, he perfectly fine and he uses it just fine. Hand flapping has started since yesterday which is new but I read it can just mean excitement not necessarily autism. He answers to his name when he feels like it (selective hearing) and just yesterday was pretending to feed a babydoll a bottle plus he engages with us, makes eye contact frequently and waves. No words yet but he babbles alot. So I just want to get anyone’s opinions or if they went through something similar.
