Please help!

My son is 9 months old and doesn’t have any teeth yet. I am assuming he’s teething but I feel like he’s been teething forever now. So I may be wrong. But here are his symptoms. 7 loose bowel movements just today. Runny nose (clear), no temp, and he has red cheeks but we were in 23 degree weather with 20 mph winds so I am assuming it could be wind burn or something maybe a rash. What do you think this could be? I don’t think it’s serious. He’s a little whiny but not bad where I can’t console him. He took two very long naps too.
