babys watery eye since birth?

my daughter is 4.5 months and ever since she was born her right eye waters all the time and sometimes when she sleeps she wakes up with boogers in it mentioned it to her doctor when she was two months she gave her an antibiotic eye drop that was for ten days Wich helped with the boogers but it still waters all the time she also suggested to massage the tear duct Wich I've also been doing nothing's been working lately she's been rubbing it alot and it's starting to turn red has anyone else's baby had this problem?
