ID help

Ladies I'm not sure if y'all will know what to do but if y'all do please comment. My dad got his ID and social stolen a long time ago and he never went to get a new one. He's now 48 and wants to get his ID he went to try awhile ago but they told him he needs his social security card. When he tried to get his social they told him he needed his ID. Is there a way to get his ID without needing his social security? He doesn't have it he only knows it. When he asked they were very rude to him and my mom.
