Smoking two packs a day while pregnant?

We are adopting a baby from our friend. She is 4 months along and smokes 2 packs a day. She doesn’t care that it may hurt the baby and we have no say in it. I will love the baby no matter what but I’m curious to know how two packs a day may effect the baby?

She is not a close friend, actually she is only a friend of a friend’s but has asked us to adopt her baby. She also lives in another state. I wish there was something I could do but she just honestly doesn’t care at all. I had to bug her everyday for a week straight and have my attorney email her in order to get her to a doctors appointment to check on the baby and to maybe find out it’s gender.
