11 month old still fusses

My 11 month old still fusses like when she was 6 months old. I can't do anything without her fussing for my attention. I've tried to get her to play independently but it doesnt last long, maybe a minute or two. I have to play with her in order for her to be happy... Is this normal for her age? How long do your babies play independently before they yell at you? ... I'm not looking to ignore her, I love playing with her but it would be nice to be able to fix a cup of coffee without being yelled at. I also want her to learn independence and ability to entertain herself since I feel that is a good life skill. Also, putting the TV on to distract her is not an option as I am trying to avoid that.
