How do I fix this?

Me and this guy have kinda been a thing for years now and dated in the past. Recently we’ve really started to come back together but then he stopped talking to me. Not like ghosting but I always have to text him first. What would have been our one year anniversary is coming up and I wanted to ask him out on that day but now I don’t think that’s gonna happen. Any suggestions as to how I should go about this situation?
