Fitness Advice?

Hello Ladies! I’ve been really trying to focus on myself and get back in shape, but I’m really struggling to see progress. Began my journey at the end of January and it’s been an uphill battle. Starting weight was 131.5 pounds. Two weeks ago I was 122 pounds and this morning I stepped on the scale and was back up to 126. My inches were down but they seem to be fluctuating as well. (In between 32 and 30 inch waist for example) I workout everyday doing a mix of cardio and weight training (love weighs even though I don’t know a ton of exercises) my diet is fairly clean, I’ve really stepped it up lately as the last time I went to the doctor he was really concerned about my blood pressure because it was quite high. I’m also 4’10 so he recommended I get down to 112 at least, but I’m really starting to question whether that’s possible. I also have a mild form of Cerebral Palsy, so certain types of exercises I just can’t do. (Lunges)

Any advice would be greatly appreciated.
