Vent/ advice

there’s this guy that likes me and im trying to give him a chance but he’s so hard to understand. he hypes me up but minutes later he says “jk lol” and that makes me sad. All he wants to do is “come over” and i always try to make plans with him but he says that he’s always busy or just doesn’t want to hang out. He does everything to piss me off like say n*gga even tho he isn’t Afro Latino or black ( a pet peeve of mine) how can i drop him nicely?
