Do we have a moral obligation to feed neighborhood children?

The gist is that the author overheard a woman say that she hides expensive snacks from the neighborhood and buys less expensive snacks to give out, so they wont eat her “good” snacks. The author was appalled by this.
How do you feel? Do you agree with the author or the woman who hides the good snacks?
