Do you belive there are circumstances when bribery is acceptable?

Question

The word bribe means to "dishonestly persuade (someone) to act in one's favour by a gift of money or other inducement".
It obviously has negative connotations. However when I used to live in Ghana you had to bribe your way in life. There was literally no way around it. Especially being light skinned, if I wanted anything official doing I had to bribe the officer, else it would sit there for ages. I don't consider that dishonest of me as I didn't do it maliciously.
Anyway, what's your thoughts on bribery in certain circumstances?

Ghana!!! I lived there for a month, it has a special place in my heart. Our host family was very nice and super Christian, but the culture did involve a lot of lying. It was just the way it was. Buying groceries or other items our host mon haggled by telling everyone it was all she had. It was just the way it was, there was no set cost for groceries for example. Sorry I'm rambling haha ❤ Ghana
I think if bribery is a part of the culture, it's kind of like tipping in the US. Its just the way it is, it's important to do for the sake of that person's salary.
