Still pierce-able?

i want to repierce my belly button. last time i had it i kinda of neglected it towards the last few months or having it. the pants i would wear would be irritate it and pull it so it developed the bump and i ultimately took it out but it left me with this ugly scarring. the scar itself is flat, just the close hole there, but is it possible to repierce? of course i’ll ask my piercer when the time comes but any thoughts?

also is there something i could put on it to lighten the discoloration
