Does this mean a phone is off ? Pic below

So my husband got a phone today and said his dad gave it to him and he said the phone is disconnected but I’m confused because it looks like it’s on and has a password do those bars mean the phone has service? On the top right whoever has sprint might know a little bit more and this is a galaxy 7 I think something feels fishy around here I hope it’s not what I think

UPDATE:ok so I’m glad I didn’t jump into conclusions like I usually do he gave me the phone unlocked and I called my self and it’s definitely disconnected and all his dads stuff is still on there but thank you for your comments!!
