To young for cows milk?

My son is 11 months old next week. I have been trying on and off for months to get him to take a bottle/formula and he's never wanted a bar of it. Today I have him some cows milk in a bottle and he drunk the lot. Is he to young to wean straight onto cows milk?

No cows milk until their first birthday. Then introduce to whole milk, but once they turn two, switch to 2%

No not too young at all, my doctor told me to start transitioning at 11.5 months. Just switching out a bottle for cows milk and when they're eating with a sippy cup

we started with small tastes around 11 months but it seemed to affect digestion so we held off on the full amount until he was older. 
one thing I did figure out though, was that he didn't like warm formula like he had when he was smaller. I started mixing it with regular cold tap water and he drank it much better (in a sippy cup)
