Hawaii wedding family invite

Who would you invite if you were getting married in hawaii (it’s a 10 hour flight if that matters) ? My fiancé has big family who spends money while mine is much smaller. I don’t want to feel like everyone there is his relatives. I’m not close to any aunts/uncles and he has 7 * spouses is 14 people!! Then he has cousins which is like 15 more people. So that’s 30 people. I understand people can say no and all but still. We are having a HUgE party either an engagement party of a wedding party depending on how dates work out so we can celebrate with family then. I just prefer a small ceremony while close family. What do y’all think is is bad if I say just siblings, parents and grandparents??? I just want it simple and don’t want to plan too much/ spend money on people coming when I want to just do things with our family. Opinions??
