Should people who throw their away pets receive a fine or any type of punishment ❗️❗️ animal abuse warning

I’m not saying about rehoming or giving them to a shelter

I’m talking about people who physically harm animals

An incident happen a few days ago while my brother was driving and he noticed the car in front of him threw a baby kitty out the window In a busy street

My brother slammed on the breaks left his car parked In the middle of the road to rescue the kitten

A friends of his took the cat in and took it to a local vet to get checked .. well the kitty didn’t survive the injuries that person caused

Should people who do this type of crap get fined or receive some type of punishment

My brother called a local pd department and they said they couldn’t do anything even with the persons plates

I’ve been seeing a lot of stories of people who throw their pets in trash bags or just dump them in the street when they can no longer provide for them

What do y’all think about these types of situations
