What is a wellness allowance?

Question

I accepted an offer from a start up company and they don’t offer benefits, but a stipend of $110 that can go towards vision, dental, and medical, massages, and gym. Also a stipend of $65 for phone bills. 
Does this mean i wont get health insurance through them? Do I have to spend it on health purposes only? Is that added extra on my paycheck? 
Anyone have a job like this before? 
There is no specific HR person to ask as I will be working closely with the CEO. But I’m afraid to ask her lol. Just curious

If they don’t offer benefits, I would assume that means they don’t offer health insurance. So you won’t have health insurance from the employer, you would need to purchase it on your own. In my experience stipends are added to your paycheck and can be spent on anything, although I would highly advise spending it on health insurance.
