Is he just all talk girls?he

Me and my bf been together over a year. He knows I want to settle down and have kids and get married. We’ve been TTC but I recently stopped because I feel like he’s all talk. He’ll talk about marriage how he wants to marry me so bad over a year now, engagement, living together etc. I feel like If he was telling the truth he’d be putting in more effort or trying to find a place with me as i’m the only one who does that stuff. He’ll say he wants to marry me and I tell him if that’s true, he would ask me. It’s just annoying because he says it everyday and making it seem like all talk for a year now. Everytime he says it I just sigh and agree but I dont know. He doesn’t seem like he means it. or maybe he’s saying it only because he knows I want it. I just feel like someone who was true into it wouldn’t be saying “I wish we were married, or engaged” etc. Thoughts? Opinions? The same goes as for finding our own place. He’ll never look it up or look into it as where I do. Do you think he’s serious? Whenever I mention someone else having kids or getting married he’ll be like, why do you care about everyone else. UGH he can’t take a damn hint! also - we do NOT live together which is why I’m trying to push looking at places!
