Which headrest height?

We’re transitioning my daughter into a big girl car seat from her infant and I’m not sure what position to place the headrest.

I would go with higher as long as the straps are still below or just at her shoulders because she is rear facing still I’m assuming. They cannot be above the shoulders.

They both look to low too me, but the second one might be fine and it’s just hard to tel from the photo. 
The manual should explain what height the headrest should be at. For my seat it says for rear facing the straps should come out the closest slot at or below shoulder level and that the bottom of the headrest must be above where the straps come out.
