MY BOYFRIEND DOESN’T GET THE HINT

Okay so my boyfriend of going on 10 months is always busy especially because it’s summer between my job , his job and the sports he plays we have no time . However when ever we do have off we try to plan things to do . I am always the one who is forced to plan things and if I don’t plan it then we don’t go anywhere nice . How do I tell my boyfriend that I want to go out on a romantic date or somewhere nice to eat without coming off bitchy ? I know he loves me so he’ll understand but I just don’t want to come off as a bother because I like going out and I am a really big romantic.
