Crush

So I have a huge crush on one of my friends, she knows and she asks like she wants to persuade it sometimes and other times it's almost like shes avoiding the subject. I'm just completely confused and not sure how to move forward with all this tension between us.

Edit: she is bi and very out. I wanna talk to her about it but I'm scared she doesnt like and just likes to flirt (and by flirt I mean sitting on my lap touching me things like that.)
