Would this makes you want to move?

One of my neighbor is having problems w me husband. He threatened my husband many times and even carry on with it once. Police did not do anything about it, even with evidences. Hes a criminal w many criminal history. Before theyve had problems, he told my husband how he hired ppl to rob his enemies, and hurt them. He uses ppl and pets to do his job for him, so theyll get in trouble and he wont. My husband filed a restraining order against him. But still, i dont feel safe, especially w our lil babies. I feel like hes going to take revenge of it, even my husband thinks so. But this doesnt make him want to move out of this place. The restraining order makes him wants to stay another year or 3 more. I just want to move out and go live closer w both sides of fam. We live an hour and a half drive away from them, and the cities. What would u do about this? I feel like all our lives are in danger, but the husband rather stay im this house than get out for the sake of our lives. He said he doesnt want to sell the house yet cause he doesnt want to pay for selling it.
