Breastfeeding & Pumping Help!!

I need some help/advice.

I had a c-section at 37+1 weeks due to IUGR. Baby was 4 lbs 10 oz and spent 4 days in the NICU. His latch is weak, he falls asleep when I try to breastfeed, his sucks are weak. I was told this is all normal. I'm hoping this will all change as he gets older and bigger. In the meantime we supplement with formula.

My main concern is my pumping. It's been 7 days, but I barely get anything when I pump. I'm staying plenty hydrated, I pump after he feeds, etc. I only get 5 ml sometimes. The most I've gotten is 24 ml. And that's between both breasts. It's very upsetting and frustrating. Is this normal to have this little production a week after birth?
