HELP: When to break up??

I have been having doubts about my relationship on and off for a while because we want different things in the future but after suggesting to break up with my boyfriend he said he will change his plans and behaviours because he only wants to be with me, and he feels he will go off the rails without me. I still love him but worry that he loves me more than I do him and am scared about what will happen to him if we split. We are currently on a break to give me time to think but I don’t know what to do and would really like to hear your experiences and advice about how to tell it’s the right decision?
