IUGR BABY and I'm losing weight..is it normal?

So I'm 32+5 and my baby is measuring small. Below the 5th centile. They want to induce early but not sure when. But why is it I'm losing weight when I'm eating properly? I was 65kg at my booking appointment. Then I was 65kg at my 28 week appointment and now I'm 61 kg? I feel like my bump is too small and baby has literally no space to move? Even tho she's tiny.. is this normal?

I have an IUGR baby too, but haven’t paid attention to my weight. Just checked and I haven’t put any on any weight in a month. 
My 1st pregnancy I put on 4 stone and baby wasn’t IUGR, he was 8lb 13oz born at 40 weeks.
This baby was only just over 3lb at 35 weeks, and I’m due to deliver at 37 weeks. I have only put on 2 stone this pregnancy.
I realise that this IUGR really affects how my pregnancy has been, and it hurts to see how small I am 😔.
As long as they say baby is ok, try. It to worry xx
