Daycare advice please

I’m so madly daughter is still in the infant room mind you everyday we pick her up they say how advance she is etc she’s super smart and Ahead I asked numerous times for them to move her from the baby room to the toddler room with the rest of the 12-23 month olds they say there’s no room should I switch daycares? I feel they are holding her back and not teaching her like I feel she should be taught and also no interaction with kids her age. My next off day is Wednesday so I’m bringing it up again but not sure if I should tell them I’ll be looking for another daycare due to the fact my child is being held bk due to the lack of proper staffing. I need advice please
