I need help

I need help. Ive been talking to this guy for two years. Weve meet in person in the past and spent nights together last year. I havent seen him since last February... everytime i ask him to hang out he comes up with a excuse. Ive confronted him about it. And he goes i know i havent been there for you. Youre everything ive ever wanted. I just get caught up with work. He says hell make time for me. But we havent seen each other since February. Sometimes he will even go days without texting me... i dont know what to do.. do i confront him again? What do i say? How do i bring up seeing me without being too annoying. Also may i add we are only a state away. Im in new jersey and hes in new york. I usualy take one train to see him and he takes on to see me and we meet in Manhattan. Do i not message him till he messages me so i dont seem too annoying since ive already bought this up..? I genuinely dont know what to do..
