Did I lose my baby?

At 8 weeks I went to my first scheduled ultrasound, when she started she found the sac and what looked like would've been the baby - but it measured way way way too small to be 8 weeks, and she could find absolutely no heartbeat so they ordered me to go get my HCG levels checked right after I left the appointment, so I did. When I got the results my HCG was showing I was 8-9 weeks and the hormone levels are still rising. The first day of my last period was August 29th. I still haven't bled yet and I would be 10 weeks and two days now. They already ruled out me not being as far along as expected- I am in fact 8 weeks - but the baby isn't measuring and there's no heartbeat but my hormone levels are still steadily rising.
