Both. It’s the same stuff that makes your plug, but don’t worry sometimes it comes out, and it regenerates.

If it feels like jelly it’s probably some mucus plug but it’s not much so you’re fine. It’ll regenerate itself.

Of it is your mucus plug, it will regenerate itself. It's totally normal to lose some during your pregnancy. Obviously, if it's tainted with blood or smells funny, call your doc.
