And not it’s not razor burn because I haven’t shaved in a while. I’ve had it for months now. It’s never usually irritated only when I moisturize it

I have eczema on my legs, hands and stomach and it often looks like this. Moisturize very well! If I could recommend any products to you it would be priming oil and medical barrier cream by epionce. It’s a professional skin care line and the only things that have helped me! I’ve tried steroids from the dermatologist and even those didn’t help. I put the priming oil on first, then coat in the barrier cream and sleep in the spa lotion gloves so the cream doesn’t get everywhere at night.

It might be folliculitis 
Make sure you use a new razor every time you shave and you look like you have same sensitive skin like I do so don’t moisturise the second you get out of the shower wait like ten minutes for your legs to settle down and adjust then moisturise. 
A good way to stop this from happening is to get IPL laser hair removal !
