3 doesn’t scream Christmas to me 
1 is more conservative and seems more agreeable if sent out to family especially older family members who also may be more conservative 
2 is more trendy and has a vibe like when little kids sometimes get dressed older- which can be cute but unsure how family may feel about that. 
I chose 1 because I feel like it is the safer choice.

We have the Gymboree romper and it’s more dark pink in person than red, so it doesn’t seem “Christmas” to me.

For me it depends on the mood you want the picture to have and exactly how old your toddler is. #1 seems a bit older. It’s fancy and pretty and festive. #2 seems a bit younger and cute. #3 could be adorable on a younger toddler and with a more playful/childhood innocence feel. I am assuming there would be some sort of shirt under #3. If your toddler is closer to 18 months old - 2, I might go for #3 and a really playful, sweet picture. Maybe #2 for a little older and #3 for almost preschooler. It also depends on the personality of your child and I think also the amount of hair. Is she a girly girl? Maybe 1 or 2. Does she have a ton of long hair? That also leans towards  1 or 2. Is she more rough and tumble and energetic? #3. Is her hair still pretty short and more baby-like? #3, play up how little she is. She is probably near the end of #3 being a good look, so maybe do that. You may not get another chance for that level of innocence. She can wear things similar to #2 until about age 5 and #3 until 10 or so.
