I Don’t Know What To Think

Hey guys!! I’m just wondering if I’m overreacting or not. So yesterday I went to get my learners permit for driving and they said that I couldn’t take the test because they saw something on the medical paper I had to take in that they didn’t like, so I have to fill out another form before I can take the test. I’m in a wheelchair btw. Well, the lady gave us the paper to fill out and my dad asked her if I would definitely be able to take the test after we fill out the paper and she goes, “Well.....yes, unless we find something else we don’t like on your medical paper, then you’ll have to wait and fill out other paperwork.” To me, it kinda felt like she was discriminated against me a little, but I could also be overreacting. What do y’all think?? (Pic is for attention)

Edit: I’m sorry I didn’t make this clear, but I had an evaluation done a while back to see if I was able bodied enough to drive and I passed the evaluation. So I am deemed able to drive without any danger to anyone else.
