FTM to be question

We live in a very cold state and baby due late January - one of the coldest months. Is this safe to use as a jacket in the car seat or is it too thick? I don’t want to risk him sliding out. I would layer with a blanket and carseat cover. If this isn’t a good idea, what would you suggest? Sorry for the stupid question.
