11 Month old not waving but he is pointing, should I be concerned?

My LO just turned 11 months and isn't waving yet. He will point at a lot of things and says "dat?" (That) to ask me what things are or for me to look at things, so I don't think it's a joint attention issue but he will not wave. Should I be concerned and ask my pediatrician about this? I see so many smaller babies waving at this point. He won't shake his head no either. The only words he knows are Dada (his favourite), Mama (sometimes), dat (that), and car. Is this all normal baby behaviour? He understand questions if I ask, "where is Dada" he will point for example or "where is Teddy?" And he will point to that stuff.
