Early induction?

I'm currently 32 weeks and 5 days and I have just had a growth scan on my little one. He's currently measuring at 28cm so has only grown 2cm in a month. Midwife I saw said I'd likely be induced, if he's not grown or has only grown a little bit in the next 2 weeks and I'll be getting another scan to check. Has anyone had anything similar to this? When were you induced and did you end up getting a c section? I'm in the UK if that's any help?. His heart is fine and so is the cord they didn't tell me a reason for his size.

His movements are fine I just don't feel them that strong but I can see them? My placenta is behind baby too. Any help would be much appreciated this is my first baby.
