I dont know what to do anymore

So im 37 weeks pregnant for the last 12 weeks the high risk dr has been concerned about the size of the babies abdomen the one time it was in the 10% then 4 weeks later its was in the 9% so thursday last week at my nst the baby was feet down and told me that if the abdomen continued to measure small we would talk about delivery so i see my ob the next day he reads reports and schedules me for c section for 1-4-19 then the following monday i go for a nst baby is head down i go today for my growth and nst my baby is feet down again but the high risk dr decides because the overall size is good he doesnt want me delivering..... My problem is i have been suffering from debilitating headache for 4 weeks now, so I mention it to him and just like everyother time he just wants to me to come in tomorrow for a nst and if everything if fine come back monday for nst and so on until im further along... I am so pissed right now as these drs dont care that even though my labs and test are good that im still suffering even though i made it to the point where they said for me to make it before they will deliver... Can any mamas help me here? Have an idea as to someone else I can speak with, hes the head dr so i dont know who would be above him
