Pet stores selling puppies

Many states have already made it illegal to sell puppies in pet stores to help cut down on Puppy Mill breeding. However, it has not been made illegal in every state as of yet.

A local Pet store sells purebred puppies, they claim come from reputable breeders. This pet store advertises these puppies with signs saying things like "$0 down", "no deposit", "$1500 off" etc. Many puppies cost anywhere from $1k-5k. Many people purchase puppies from here, while others condemn selling puppies, especially in an area we are in with nearly every shelter always at capacity or more, and a severe stray dog problem.

Should there be stricter regulations on selling and breeding of puppies, should the breeder have to sell them directly, or should second hand selling be permitted?
