My boyfriend ignores me and puts zero effort in our relationship

We are in a long distance relationship, I believe a lot of work is needed to maintain our love but my boyfriend barely puts it in any effort. I'm the one that stays up veyy late to talk to him(even though I have classes early morning). I'm the one who initiate a conversation or chat. Sometimes I text and he ignores me and only respond the next say, saying sorry. Whenever we argue, he tends to find a reason to blame me instead and he gives himself excuses. He says he will change but never does, promises me stuff that never does either.

What do I do?
